Unconventional Concepts, Inc. applied to the Adirondack Park Agency in 2021 to test the internal ballistics of 155-millimeter cannon barrels on private land in the Town of Lewis, Essex County. Explosive warheads are not proposed. The schedule is thirty weekday firings a year. A projectile-catching system has been proposed.

Supporting UCI does not mean abandoning environmental review. It means requiring the APA to operate through objective standards, technical evidence, reasonable conditions, and a decision. If legitimate concerns can be mitigated, the proper response is to write those conditions and let the work proceed.

The letter also asks every Adirondack Park county to join a coordinated twelve-county review through the Local Government Review Board under Executive Law § 803-a. The next stalled applicant will not be this company. It could be housing, forestry, manufacturing, or tourism in your own county.
