About the campaign
I am James Lacey, a writer with a manufacturing background based in Rome, New York. I began following this case because the proposal was unusual. I stayed with it because the regulatory process raised a larger question: how long should government be able to keep a private applicant in process without a final answer?
My position
I support UCI's effort to obtain approval for Project P2021-0276 under reasonable, technically defensible conditions. I do not believe support for UCI requires abandoning environmental review or pretending every objection is illegitimate.
I do believe government should be able to identify its authority, define the standards it is applying, explain what compliance requires, evaluate evidence consistently, and reach a decision. A regulatory process cannot be allowed to become the outcome in itself.
This site exists so people can read the record for themselves, understand the argument, contact public officials, sign the petition, and follow the case without depending on a single social-media post.
Campaign timeline
August 2026
I began digging into APA Project P2021-0276 as a public-record and government-accountability story. The unusual proposal drew my attention; the length and structure of the regulatory process became the larger issue.
August 20, 2026
I published the first three long-form articles examining process, undefined regulatory endpoints, and the government’s structural power to outlast an applicant.
Late August 2026
The effort expanded from writing into direct civic outreach: county leaders were contacted, a proposed inter-county review and resolution concept was developed, and the case was framed as a regional accountability issue rather than a single-parcel dispute.
Early September 2026
The site was built to put the project facts, articles, constitutional analysis, public filings, county directories, petition, proposed resolution, and prepared county letter in one place.
September 2026
The campaign is documenting official responses, expanding the filing library, building county-level support, and preparing for the October 28, 2026 adjudicatory hearing.
