I am asking county leaders from Oneida County through the Adirondack Park to take a direct interest in Project P2021-0276. The application concerns a limited 155-millimeter howitzer barrel-testing operation proposed by Unconventional Concepts, Inc. in the Town of Lewis, Essex County. The proposal deserves to be judged on its actual engineering, safety measures, environmental record, and governing law, not on rhetoric generated by the word howitzer.
The counties have a direct stake in whether the Adirondack Park Agency can provide applicants with objective standards and timely decisions. Supporting this review does not require a county to abandon environmental protection. It requires county officials to insist that protection be administered through evidence, defined conditions, and a process that eventually ends in a decision.
I respectfully ask each board to review the proposed resolution, support UCI's effort to obtain approval under reasonable and technically defensible conditions, and request a coordinated inquiry through the Adirondack Park Local Government Review Board. The public, the applicant, and every future Adirondack entrepreneur deserve to know what government requires and when government will decide.
